Son of Robert Lee and Eva W. Layne, of Baton Rouge, LA. His brother Robert Austin Layne died while serving as Private First Class in 12th Field Artillery Battalion, 2nd Infantry Division, US Army in the Normandy on 11 June 1944.

The Liberty ship James Eagan Layne, completed in December 1944, was named after him.
