Award Citation as published in February 1942:

The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Machinist's Mate Francis Herbert McIntyre, United States Navy, for extraordinary heroism, in assisting the engineer officer of the Navy Fleet Oiler USS Salinas (AO 19), in his inspection of the engineering spaces after the first torpedo struck on 30 October 1941, and in securing overboard valves and ruptured lines when the second torpedo struck and the ship opened fire on the attacking submarine. Chief Machinist's Mate McIntyre's coolness and courage in taking that action, for which he volunteered, contributed materially in making it possible for USS Salinas to reach port under her own power.
