USS S-28 (Lt.Cdr. J.G. Campbell) went missing during training exercises off Oahu, Hawaii with Coast Guard cutter USCGC Reliance. A Court of inquiry was unable to determine the cause of her loss.

USS S-28 (Lt. J.D. Crowley) ended a refit at the Mare Island Navy Yard. She now returns to San Diego for further service at the Underwater Sound Training School there.

20 May 1942
USS S-28 (Lt. J.D. Crowley) departed from San Diego bound for Dutch Harbour. En-route S-28 was ordered to proceed to patrol off Cold Bay. So the transit voyage to Dutch Harbour actually became her 1st war patrol.
