No, there was no need to do that. Because of their primary (or secondary -
depending on point of view) function as regulating tanks - they were pressure-resistance.
On this plate you can see, which tanks are pressure-resistance (marked with thick,
black line - similarly to pressure hull) and which are equipped with flood valves and vents.

This plate shows fuel oil compensating system - and you can see no connection
with regulating and reserve fuel oil tanks.
