In regards to your question about submarines releasing balloons to interfere with radar on patrolling aircraft, later in the war U-boats were equipped with a radar decoy called Aphrodite. If you go to [uboat.net] you will find the following:
"Aphrodite was a decoy balloon. Filled with hydrogen, it floated a few meters above the water surface, anchored to a floating plate. Aluminium foils attached to the balloon gave a strong radar echo, similar to that of an U-boat on British radar screens."
It could be used to help a U-boat get away from an aircraft (or surface vessel) which had picked it up on radar. Use of Aphrodite would also cause aircraft to waste time and fuel tracking down false radar images. It could additionally be hoped that if aircraft were to find enough decoys, they may loose interest in pursuing every blip on their radar screen.
