3,7cm M42 Flak & no 3, 7cm Flak 43 on Boats! W

Why did the German Navy introduced a 3,7cm Flak of its own (M42)?
Why didn't they use the 3,7cm Flak 43 on U-Boats?

I do know, the Army/Airforce 3,7cm Flak 43 was issued quite a few months earlier!

PS: Was there any U-Boat with a 4cm a/a gun on board?
