It depends on how you define technology. The basic technology was available. It was just a question of doing the design work for this application and working out the bugs. When you consider what was going on at Peenemuende, Lerche should have been easy. The problem was lack of priority, poor organization, etc.
The acoustic problems were under control at the speed the torpedo moved at which was only 24 knots. Remember Zaunkoenig worked also. Lerche was basically a modified Zaunkoenig.
