Yes you are right,there should be something that looks like a "y",it comes off of the stern post and is called the rudder support arm. The rudders do not need it to pivot but I believe it is there to support the rudders when they are turned " hard over" ,there is alot of water pressure exerted against them at this time . This allows them not to bend or flutter at the rudder post when making hard turns etc.
