You are correct, the U-995 is missing that part.....as well as others. For example, the bow plane "guards" are also missing the cable that runs from their aft tip back to the hull.
Since this boat saw many years of service in the post-war Norwegian (?...I never remember which), a lot of the original as-built detail probably was lost over time.
The "Y" rods that you are thinking of....running from the keel to the skeg and then branching out to both rudders...can be clearly seen on a lot of WW2 photos, but you have to look for it as it is often lost in the background detail.
