Yup...your explanation makes sense. There's nothing like inertia to keep old, unnecessary things in place!

The few photos that seem to be available showing the stern out of the water seem to show that the Type VII's retained the 'rudder guards' at least until late in the war. Certainly we could expect and understand if individual boats had them removed.
