Hi, Guys!
Have a look at the posting on Kingston Valves and my comment. The valves are on top of the ballast tanks, not at the bottom, and the holes are there to allow water in when the valves are open, and water out when the valves are shut and compressed air is blown into the tanks.
I hope this helps to clear things up a bit.
