Joe -
I recall hearing about US wet-heater steam torpedo malfunctions where the alcohol fuel failed to ignite for one reason or another. The torpedo was reportedly mobilized by the unheated compressed air flowing through the turbine, but the speed was much lower than normal. =AL=
