Torpedoes were set to either sink or explode at the end of the run.
This not only eliminated the navigation hazard you mention, but prevented the torpedo being siezed by the enemy. Torpedo designs contained carefully guarded secrets (such as the American\'s very secret (and very unreliable) magnetic fuse). These could be either copied or countermeasures devised if they were seized by the enemy.
Practice torpedoes were set to refloat at the end of their run, and were picked up, refurbished and re-used, some over and over again.
