That's right - Torpedo Data Computer used by US Navy consisted of two parts - Position Keeper and Angle Solver, while the Torpedo Vorhalt Rechner used on German Uboats was just Angle Solver.
US Navy TDC has also useful feature called Sound Bearing Converter, which allowed passing the bearings from the sonar directly to the Position Keeper.
The advantages of German TVRe were: smaller size than respective part of US TDC and faster solving the angles for the salvo shots (almost immediately comparing to lasting long minutes in TDC).
The smaller size was the result of usage 3-dimensional cams (equivalents of nowadays lookup tables) instead of multipliers, resolvers and proportionators.
I think, that TVRe was implemented only as Angles Solver because of differences in the US Navy and Kriegsmarine doctrines - the position keeping was the feature useful in the Pacific theathre, while tracing and chasing single ships, but in the convoy battles in the Atlantic it was not necessary.
