The only torpedoes that normally float after being fired are exercise types, where the warhead is replaced with water ballast that's automatically blown out to provide buoyancy at the end of the run so it can be recovered and used again.

When a torpedo sinks, it probably won't explode from the pressure. Military explosives always require an explosive detonator to set them off, which is why we could get away with lighting a chunk of C-4 and using it to heat C-rations. If it hits a hard bottom nose first, of course, the standard detonator may set it off.
