Hi Mike,
as a safety device intended to prevent an unexploded torpedo from falling into the "wrong hands", all torpedoes are fitted with a device which causes them to either self-destruct or sink to the bottom at the end of their run. It was the same for the Italian & US Navy torps, but did not seem to be consistent in functioning properly. Japanese torpedoes were so heavy they always sank if they did not hit, though there were exceptions.
