I don't quite agree on this, and I don't understand your description of the guidance for the TX (T10) Spinne: The torpedo was controlled from a shore-station by visual observation. The torpedo had a red light at the tail and the operator would command the torpedo up to the surface to get a bearing and steer it at the course against the target (bear in mind: This was a shore-/harbourdefence system with a maximum distance of 5000m. The system was simple and it worked quite well according to german reports. There was no "stop" in production: The 200 torpedes was ordered from an estimate based on the number of shore-batteries planned in France. Late in the war most other projects were stopped to concentrate efforts into the T5 / T11 development and production though.

It's worth mentioing that the T10 Spinne also were tested from midget-submarines (Marder and Seehund) with very good results - according to the reports the system was easy to operate for the pilot.
