Happy New Year Folks,
1) At 5 knots or less, the new SSN reactor circulating water pumps may be needed (thus the noise, equal to or less than an earlier SSN), at 20 knots the pumps are secured, and do not make any noise.
2) The noise generated by a submarine is evaluated with detection equipment based off the ship. This is done to avoid the compromises of using one's own suite of gear. Thus the sound range in Hood Canal near Seattle, and other such sites.
The towed array does get the listener outside the internal noise sources, which gives it better sound detection. It also compromises the maneuverability of the vessel using the gear.
