RN attack on French cruisers

In the beginning of 1941 Royal Navy reportedly planned to attack French cruisers which were said to carry valuable cargo from Indochina to Europe. The cargo (rubber, chinine, etc.) later was sold to Germany.
A special RN task force was to be created comprising two completing ABDIEL class minelayers and Polish destroyer BLYSKAWICA to locate and destroy those cruisers. Please note that both ABDIEL class and BLYSKAWICA exceeded 40 kts. on trials.
Can anyone confirm such plans?
