<HTML>I am not ready to give you a scholarly explanation right away, since it is decades since I looked at the issue. Plundering artworks is useless, because they are of no value in war, you can´t turn a Rembrandt into a tank or eat a gold neckless.
Basically, Hitler induced a government led expansion that brought Germany out of the depression. This was done by borrowing, both at home, and more ingeniously abroad. During the great depression, all nations wanted to export more than they imported, but nobody was ready to import, except Hitlers Germany. As result, the whole of North-eastern Europe was economically shackled to Germany by 1940, because of the huge debt owed to them by Germany. (This is from Gershenkrons brilliant study.)
Secondly, the German home economy was run by budget fixes and bluff, concealing the huge state deficit, subscribing forced loans from the industry that was profiting from the war expansion, and using all sorts of controls on wages, prices, and labour movement, to suppress the inflationary forces at work. As the war progressed, ever more use was made of slave labour, and other kinds of forced labour, outright plunder in conquered territories, and so on.. One important thing to note is that the Nazy- war economy was terribly mis-managed until Speer got dictatorial powers over it. And without war, the pre-war economic charade would have collapsed.</HTML>
