the facts are slightly different from your acconut above: on 4/8/43 HMS Arrow was in Algiers harbor when the ammunition ship Fort La Montee suddenly blew up, wreaking havoc throughout the harbor. Arrow was severely damaged by the blast but did not sink, she was actually scheduled for repairs but in the end, due to the turn the war ad taken, the plans to refit her were abandoned and she was declared a constructive total loss. She remained in Algiers until 1946, when she was towed to Taranto (Italy) and sold for scrap, being broken up in 5/1949.
I don't have the casualty figures for Arrow, but 69 survivors seems incorrect in view of the fact the ship did not actually sink, though as a former weapons officer I reckon blast can cause a lot of damage to men & ships alike.
