Hello Rainer,
It's one of those.

From the NAVY LIST May & August 1940. Lt. Cdr. P D H R Pelly was in command of HMS WINDSOR from 1/11/39. He was promoted and posted to HMS NAIAD 30/6/40
Lt. Cdr. G P Huddart is listed as in command HMS WINDSOR 9/7/40.
So who was running the show on 1/7/40? Without looking for more information on the incident my money would be on Pelly.
