This is not my area of expertise, but a few pointers.
The Iron Cross (EK) was both an officers and enlisted medal. However, it was generally easier for an officer to win it. I'd take the EKI (Iron Cross 1st Class) it as a very typical award for an U-boat CO or even a long-serving officer. For an enlisted man, especially in the navy, the EKI would be a fairly significant achievement. He probably would have to do some combat time and be in a position of some significance (petty officer at least) on a boat that sank some ships.
Henry John Wolff sounds like an Americanization of a German name.
Wilhelmshaven was home of the 3.U-Bootflottille from mid-war on. Danzig-built boats: U 43 to U 50, U 87 to U 92, plus some of the early disel-powered boats (U 19, U 21 etc.) Of course, Wilhelmshaven also had a nmajor naval yard, and overhaul work would have been done there as well.
Ferdinand Wolff is not on the name of U-boat war dead that I have.
