The use of the submarine/trawler combination is mentioned in Carson Ritchie's book "Q Ships" (published in 1985 by Terence Dalton).
According to Ritchie the scheme was the idea of Paymaster Commander Frank Spickernell, secretary to Vice Admiral Beatty. Certainly in a letter of 21.7.1915 Beatty stated that it was Spickernell = "..the scheme was entirely his, worked out in the smallest detail by him". Desptie these comments, according to Ritchie, Admiral Sir Stanley Colville was evidently in command of the scheme and also had a hand in putting it into practice.

Submarines used were, apparently:
C.14
C.16
C.21
C.23
C.26
C.27
C.29
C.33
C.34

Trawlers used were apparently:
Ratapiko
Taranaki
Wolsey
Princess Louise
Ariadne
Malta
Ben Hur
Vina

I believe they operated in the waters of the North Sea and to the north of Scotland.

The scheme was briefly revived in the Med. when E.2 worked with the schooner Mona in 1917.
