Yes, a number of U-boats were based in Turkey from 1915 on. They remained under German control. UB 66 was to have been based out of Constantinople but was lost (went missing, possible operational loss for lack of a better explanation) while on patrol in the Eastern Mediterranean on a ptrol that was to have ended there.
Austria was building a number of UBIIIs under license when the war ended. France operated some postwar.
