I'm not 100% of the qualifications or the exact usage, but a "Maschinist" is a Deckoffizier (warrant officer) engineering grade. An "Anwärter" is a candidate, so I would presume it would be someone who was a candidate to be a warrant engineering officer. The usage might be more along the lines of "acting" or "probationary" than "candidate" but I'm honestly not sure.
