While undertaking research on Bideford, Devon, UK registered ships sunk by EA during WW1 - a VERY small sample of Allied shipping - I came to the conclusion that the German commanders acted within the pre-war accepted rules for warning and mainly surface action - not the popular image of undersea butchers.
War is licensed murder no matter who pulls the trigger - but where the Allies any more 'gentlemanly' with their submarines?
