In his book Submarine Warfare he makes reference to 146 orders issued to submarines in the course of the war. For example order, Order No. 24 of June 5, 1915 prohibits the sinking of passenger ships.

Is there a list of these orders in their entirety?

Also, regarding the sinking of the Justicia he gives credit to U54 commanded by von Ruckteschell and provides considerable detail regarding the repeated attacks. I see where Germans thought the ship was Vaterland and since U64 did not survive there may have also been confusion as to who sank the ship? I take it German-British exchange of information did not occur until much later when the Official Histories were being written?
