My money :
1917 :
Germany = GMT + 1 => Summer time (from 01.05.1917) = GMT + 2
France = Summer time from 25.03.1917 => 07.10.1917 = GMT + 1
Great Britain = Summer time 21.05.1917 => 01.10.1917 = GMT + 1
Normally in the North sea, the time on board of the ships are the time of their naval bases.
Yes, Bruges was a very important base for the Flanders Flotilla (U-boots were dry-docked there and even assembled/build) and also the German torpedo boats.
