The article refers to a UX791 ( of which I cannot find any listing) nor can I find any records of a U-Boat being sent on such a mission and the photograph shows what appears to be a Soviet Submarine a November class.
For those that know, the US Navy had well developed plans to deploy SSBNs in the Great Lakes as they would be both undetectable and hence not have to be able to dive as deep or as fast as an SSBN that operates where Soviets could find it and sink it. The ultimate hidden ICBM launcher. As they could be slow and not deep diving they would be a lot cheaper to build and operate, would not even need nuclear propulsion....
If the Soviets could get submarines into the Great Lakes, they could easily sink such SSBs and there would be no ASW assets deployed in the Lakes to hunt them down.
This looks as though the Soviets sent a SS to probe the entryway and it was lost, many such probing operations occurred in Sweden, Norway and Denmark.
