While it is a fairly common design feature in small research subs to incorporate some sort of droppable solid ballast located low in the craft to enable emergency surfacing, I know of no combat submarine or uboat designed in WW1 or later designed with detachable solid ballast or keels.
Keels of German WW2 boats were made out of U-formed plate with external inspection ports, through which ballast was loaded. None had the ability to drop ballast from the keel, except for laborious removal in drydock.
