Life rafts

Can somebody tell me what kind of material this was? Nowadays it would be some kind of synthetic foam, but what could it have been in 1943?
What kind of equipment did the liferafts have? Food and water, pyrotechnics? A mast and sail, paddles?
I can't find a list of lifeboat equipment and such on the net. Equipment in WW2, of course.</HTML>
