It depends largely on the local situation. My father-in-law recently passed away in El Paso, Texas, and as an Army retiree, was buried in the national cemetery there. Driving arund the cemetery the day before -- to get the sense of the place before the actual service -- my wife and I found a sizable plot where WWII German PoWs are buried, along with one or two Japanese. The markers and graves are well maintained, and receive exactly the same care that U.S. veterans do. I imagine that 90+% of people visiting the cemetery go right past the PoW plot without noticing it at all.
My wife, who grew up in a military family and so was pretty in-tune with goings-on at Fort Bliss, also pointed out that for many years there was a sizable German community in El Paso, in part because West German soldiers (and others from NATO) got a lot of their anti-aircraft artillery training there. Those soldiers made a special effort to recognize and remember their forebearers from WWII, and held regular memorial ceremonies for them.
