I'm afraid I'm one of those that doesn't know.

I live relatively close to the Portsmouth Naval Yard and know there was a prison on base (someone tried to convert to luxury condos and office space a couple years ago, but stopped when they ran into asbestos, and out of money:-). I thought it was in use back then, which would have been fairly convenient. More convenient than the Charles Street Jail at least.
