Sounds like another incarnation of the Soufriere mythology. Did the French sub also have a pair of 8" guns forward of the fairwater? It's been discussed here at considerable length in the past. The generally accepted version is still that the sub was run down by a freighter and sunk by accident.
Minor point. Portsmouth Naval Shipyard isn't in Portsmouth, NH, it's on the other side of the river in Kittery, Maine. Then again, the Naval Submarine Base, New London isn't in New London, either, but on the other side of the Thames River in Groton, so maybe that's just a Navy tradition of some sort. (No, really, there's some logic to this. The Sub Base is in New London COUNTY, and PNSY is in Portsmouth Harbor, but not in Portsmouth.)
