The paint blockage was in the "test cock" for #5 tube. The test cock was used to determine if the tube was flooded or not.
"Error after error compounded the THETIS disaster. Three particu-
larly stand out. First, surface ship help was slow to organize and
once on the scene was almost criminally ineffective. Second, while escape lungs were available to the trapped crewmen, they
had no training in their use at depths of more than 15 feet. (The
U.S. training towers were dismissed as typical "American showing
off.") Third, the THETIS had no carbon dioxide absorbent and thus
no way to stave off its deadly build-up during the period when
escape was still possible."

The USS SQUALUS (SS-192) sunk just one week before THETIS
on 5/23/39.
