Neutral shipping losses

<HTML>I\'ve been following the \"Ships hit on this day\" page for some time now, trying to add as much missing info as I can find. While viewing, I can\'t help but to wonder why there are so many neutrals ( neutral in the period September 1939 - April/May 1940 ) among the U-boat victims. I have read a great deal about Dutch merchant losses, and it shows that on one hand, some U-commanders operated according to the blokkade-regulations, while others were \"trigger-happy\", in effect torpedoing every ship in sight, even though most were clearly marked as neutral. I am aware of an order to sink all TANKERS in the France-Britain area, but I am unaware of any order to do the same with other ships. Even more surprising, Donitz never or rarely commented on sinking clearly marked neutrals. Comments ?</HTML>
