Uboat policy and praparedness 1939

could someone please clear up these two questions for me;

- What was the designated role of the UBoats in the event of war? Before 1939 was unrestricted submarine warfare considered inevitable, desirable?

- At the outbreak of WW2 was the German UBoat force in a position to fulfill its designated role/s? If not, why not?
