That vice-premier Ilya Klebanov, despite of change of the original contractor yesterday has told about operation, the draft has remained practically invariable.</B>

The time of signing of the contract within yesterday\'s day was transferred some times. At first was declared, that the ceremony is held at 15.00. Then - at 16.00. Business that after vice-premier Klebanov, Commander in Chief of a Navy Vladimir Kuroedov and chapter <A href=\"[www.ckb-rubin.ru]\" target=_blank>of <em>Rubin</em></A> Igor Spassky were unexpectedly called in a presidential residence in Novo-Ogorevo. <A href=\"[www.president.kremlin.ru]\" target=_blank>Vladimir Putin</A> has found necessary personally in front of telescoops to state, that \"at a conduct of an operation it is necessary to emanate extremely from reasons of safety\" and that after moving a submarine to dock it is necessary to make everything, that \"to use again received information for making out of the reasons of accident\". The logic of actions of the president is clear. He promised to lift a boat and by and large should bear responsibility for possible(probable) consequences by this more than risky operation (<em>Kursk</em> has two nuclear reactors) are found. By the yesterday\'s declaration the Vladimir Putin, as a matter of fact, has shifted this liability on arms of government, militarians and designers: the head of state has given a task to protect against a contingency, means, in case of that to him from whom will ask.<BR>

But also at 16.00 contract was signed not. More than hundreds journalists who have collected in the Russian agency on shipbuilding, were tormented in full ignorance so long as to them there was no chief of press centre of a Navy Igor Dygalo. He has reported, that the signing is again transferred for technical reasons - any inaccuracies in statements of the English text of the agreement were detected.<BR>

In a result the document nevertheless was signed - at 18.45. Only in this moment was posted, that the original contractor became the company <A href=\"[www.mammoet.com]\" target=_blank>Mammoet Transport BV</A>. From its name the contract was signed by the president of holding Van Seumeren Holland BV, into which composition enters Mammoet, Frans van Seumeren.<BR>

Despite of following declarations of vice-premier Klebanov and vice-admiral Barskov, that in a course of an operation the previous draft will not be utilised, the essence of operation has remained invariable. As well as it was supposed, from middle of July till 8-10 of September from <em>Kursk</em> the most damaged bulk hold will be cut off first. Then in a case of a boat will be done two ten technological bores for installation in them of express bracings. Approximately on September 10 the barge of the large displacement will come, on which the hydraulic jacks with express ropes will be established. These ropes will be dipped in water and are got in express bracings. Thus each hydraulic jack will be equipped with self-contained control, and the control of course of rise will come true with the help of the main computer. (In this, perhaps, unique principled difference of the new draft from aged: the consortium offered to lift a boat by faucets, instead of hydraulic jacks.) The boat, raised from bottom, will be fixed under the bottom of the barge and is towed off in dock. This part of operation should be finished by September 20. And to work with the first bulk hold, where there were torpedoes, the foreigners will not allow: as has stated Ilya Klebanov, all operations with it will be effected by the military seamen and <em>Rubin</em>.<BR>

About the cost of works of the party yesterday to speak categorically have refused. Under the items of information ç, the speech goes approximately about $50 million, which, most likely, in full volume it is necessary to repay to the Russian government.<BR>
