The answer is that anyone can access the materials at the National Archives.
You will have to go through an initial registration process when you first enter. (You will need a photo ID like a driver\'s license to get their entry card) They will issue you a permanent card which can be used to access any of their collections. (No charge for card.)
Modern military text and photo records are all at NARA II in College Park Maryland.
If you go to the National Archives and Records Administration web site you can get full particulars, including travel directions. The address is: www.nara.gov
