<HTML>Nope. As far as I know the one and only REALLY OFFICIAL declared war graves are the Ark Royal and the sheffield. (Sheffield =falklands, ark royal=scapa).Of course there are others where a certain interest is expressed in restrictions. for example that other ship in scapa.diving forbidden there, near cava,i think.

you mention that its more a matter of old shipmates to rally for protection.
imagine german old submariners doing this in britain.i can read the headlines of the sun right now:nazi babykillers want protection or something like this.
i think, that someone who is dead must not do something to be protected.that should be something that must not be extra asked for -regardless of the flag.
isnt it an old british proverb: right or wrong-my country?

i dont really think of policing wrecks. but on the other hand i think of equal chances.
what do you think would happen when a us-sub in us-waters would be dynamited that it looks like worked over with a can-opener and personal items being sold ashore?
they wouldnt get only a slap on the hand, they would see prison bars! never heard of any us-subject for being prosecuted for doing this to a foreign sub.</HTML>
