<HTML>......US during wartime, merchant vessels fall under the authority of the Department of the Navy and merchant marine officers issued military IDs. While not combatants (though some were given commissions and entered the regular Navy), they were allowed on military installations and participated in planning operations (convoy operations). A friend of the family here in VA who recently died was second in command of a merchant vessel in three convoys before being wounded in an air attack near Gibraltary. anyway, he told me about going onto US naval bases and being saluted and such by USN personnel......

As a \"foreigner\" I was really surprised to see this and would be interested to learn more - is the above really so? But then, why were they not given the same benefits, rights and/etc as their Navy \"collegues\" after the war? (I had assumed they were considered civilians, like their Norwegian counterparts).
