bunker/zelle? and displacement

I have a little language problem, I’m looking at a drawing with German text and there are a couple of tanks which the drawing refers to as “regelbunker” and next to it is the “regelzelle”. What is the difference of a bunker and a zelle? The same thing with “tauchbunker 4” and tauchzelle 5”

Another question arose while looking at the displacement numbers listed on this site for the type VIIC. There is the surfaced at 769 tons, the submerged at 871 tons and the total at 1070.
What is this total number? Could someone explain that please?
