I know it sounds stupid but the Hydrography Office of the Navy supplied - and still do - charts to the world\'s shipping, naval and military. They are known by their HMSO - Her (His) Majesty\'s Stationery Office - number. They are also annotated by the Admiralty Chart and Folio number.
Quite easy to take off a captured / boarded ship - and invaluable if the Second Mate ( the usual person aboard a merchant ship ) or Navigator\'s Yeoman ( on a Navy vessel ) had carried out the corrections.
No, not secret at all!
