\"Drastic Action\" is just a term. I can be used in peace and war. Rescue services take \"Drastic Action\" to save a life. If a person was trapped by a limb on a rail track and a train was approaching drastic action would be to cut off the limb to, hopefully save the persons life before he was killed by the train..... It does not mean any war crime was intended or committed.
