the top brass who gave that order was not fully aware of the risks involved. A damaged submarine surfacing was a dangerous thing to deal with. She could still ram the attacker or launch torpedoes.*
When a boarding team was really successful, and this happened only four times in the whole war (RSM Galilei, U110, U505 and U559**), the crewmen were already swimming away.
