Bravery awards, in Great Britain, are not awarded just for killing the enemy. I will quote the \"Account of Deed\" of an Irishman, Private William Frederick McFadzean as an example:-
\"On 1 July 1916, near Thiepval Wood, France, in a concentration trench, a box of bombs being opened for distrubution prior to an attack slipped down into the trench, which was crowded with men, and two of the safety pins fell out. Private McFaxzean, instantly realizing the danger to his comrades, with heroic courage threw himself on the top of the bombs which exploded, blowing him to pieces, but only one other man was injured. He well knew the danger, being himself a bomber, but without a monent\'s hesitation he gave his life for his comrades.\"

Our awards are not always given for success against the enemy, there are many others like this who were awarded either the V.C. or the G.C.
Ultimately, whatever is awarded is left upto a committee who work on the recommendation of the persons commanding officer, a senior person present etc.
A number of brave individuals have been recommended for a V.C. but received a lesser award such as an M.C. The war poet Siegfried Sassoon being a case in point. And the Rev\'d T.B. Hardy was recommended, i believe, no less than three times for a V.C. before he was actually awarded one. For two of the other recommendations he was awarded the D.S.O. and the M.C.
Oh, btw, he was not a fighting man who wanted to kill the enemy but a Chaplain, one who hated war and wanted to save lives.
