That area you mentioned on the south side of the Hampton Roads Bridge Tunnel is called Willoughby Spit - the Ocean View area of Norfolk. What you observed was a former WW I German submarine - driving south, it was on the right hand side of I-64 as I remember...
I observed the same thing at various times when I lived in the area 1960 through the 1980's, and was told by Navy personnel that it was an old WW I German submarine that was left to rot there by the Navy.
but the plot thickens.....
