The staff officers are expected to help the skipper.
Staff officers\' aptitude is different from Navy to Navy: in some the skipper is PRIMUS INTER PARES*, in another he is simple the right hand of God (and walks two inches above the floor). I expect the staff officers will be more helpful in the first case, would not in the second.
I presume that the German Admiralty considered the staff Officers of U-505 somehow responsible of their skipper\'s untimely self-demise.
