A Type VII U-boat today?

<HTML>I was reading a web site where the question was asked if another Titanic(\"Titanic 2\") could be built. Because of the popularity of the movie, this might be a good idea. People would pay a small fortune to ride on the \"Titanic 2\". But such an idea is impossible because modifications would have to be made to the Titanic 2 because of new safety standards. The bow would have to be modified, thrusters would need to be installed, the three propellor design would have to go, and the decks would need to be reshaped. These changes would destroy the look of Titanic 2 and would have no resemblence of the original Titanic. The point being that buracracy won\'t let the present rebuild the past.
I was wondering if that logic applies to U-boats. If someone wanted to make a working Type VII U-boat from scratch, could it be done using the original plans? Or has the world grown up since then? Are there any safety provisions now that didn\'t exist during World War 2?
